The Illinois Department of Financial and Professional Regulation has set Oct. 1 as a deadline for the agency’s full migration to a paperless license management platform.

New real estate licensees and those transferring licenses will need to use the IDFPR online portal after Oct. 1, according to a release from the Division of Real Estate. Paper applications will be accepted until Sept. 30.

According to the release, licensing for new licensees will be handled through the portal for:

  • Brokers
  • Managing brokers
  • Leasing agents
  • Brokerage branch offices, corporations, partnerships and LLCs
  • Pre-license and CE instructors.

If a person does not have access to a computer or cannot use the online portal, IDFPR has a plan to assist, although the agency says it could take four to six weeks to process these applications.

License renewals will be handled through a separate portal that will be activated closer to the April 30, 2019, deadline, according to the department.

Fees can be paid by eCheck or credit card.

According to the release:

“The Division of Real Estate’s transition from paper applications to solely electronic will significantly improve operating efficiencies and licensees’ experiences.”

Illinois REALTORS® urges review of independent contractor agreements

Illinois REALTORS® told members in April of some of the changes IDFPR was implementing.

Among actions which moved to the portal in April were sponsorship and managing broker license terminations; sponsorship transfers and online license history certifications.

Because of the changes, Illinois REALTORS® suggested the transition to the paperless system should prompt a review of independent contractor agreements.

The online portal will allow licensees to initiate the transfer of their license without any corresponding notice to their current managing broker. Only upon the acceptance of the transfer by the new sponsoring broker will the new website provide immediate notice to the licensee’s current brokerage.

For this reason, Illinois REALTORS® believes it is critically important that managing brokers review with their licensees the specific terms in their independent contractor agreements regarding termination or transfer of licenses. All independent contractor agreements are required to contain language related to the transfer or termination of licenses.
