November 22, 2024 State Capitol Report

State legislators returned to Springfield for the second and final week of Veto Session. This week saw more legislative action with most of the General Assembly’s attention being devoted to appointing nearly 40 people to statewide boards and commissions. There were a few other bills that moved, mostly “clean-up” legislation regarding revenue and taxes, in particular, the eliminated “Grocery Tax” for local governments. Both chambers also moved appropriations matters along in the legislative process that will undoubtedly now be considered during the “lame-duck” session beginning on Jan. 2, 2025. It is always a good thing when no bills are considered impacting REALTORS® and we are happy to report that no legislation was considered during Veto Session that would directly affect our industry.

The “lame-duck” session in Illinois refers to the legislative session held during the final days of the General Assembly, when re-elected, newly-elected, and outgoing lawmakers come together to conduct legislative business. It is often during this time that more contentious issues are addressed. Our Governmental Affairs Team will be closely monitoring all developments. Gov. JB Pritzker has indicated that he hopes the legislature will address several key issues, including strengthening Illinois laws to protect many of the state’s newer policies from federal interference. One key issue we are watching is potential action on expanding wetlands policy.

The “lame-duck” session only occurs every two years, as it takes place at the end of a General Assembly, which spans a two-year period. On Jan. 8, 2025, Illinois will begin its 104th General Assembly, which will run through the second week of January 2027. Starting in January 2025, we can expect the introduction of 8,000 to 10,000 new bills, many of which will have implications for the real estate industry, as always….Stay Tuned!
