Vacant property registration ordinances violate property rights by requiring commercial owners to either fill the vacancy or sell. Illinois REALTORS® Governmental Affairs Director (GAD) Michael Bailey describes a particularly onerous registration ordinance proposed by the village of Brookfield, which sought to create a costly registration process that would have compelled owners to demolish their buildings if still empty after 18 months. REALTORS® fought back and won important changes to the ordinance.
