March 28, 2025 State Capitol Report

Only the House was in session this week while the Senate held virtual hearings. The majority of attention was focused on amendments and negotiations to bills that passed out of committee last week. Action on the floor was very minimal as each day’s time was used to move bills from 2nd to 3rd reading. Of the nearly 400 bills Illinois REALTORS® have been engaged in, only 140 remain “alive” in the legislative process after this week. Your State Legislative Team remains involved in negotiations and amendments to concerning pieces of legislation, as well as continuing the advancement of the “Housing Stability and Affordability Initiative”. Below are highlights of bills that saw legislative action this week.

Bills of Interest

The following pieces of legislation are bills your Illinois REALTORS® State Legislative Team are currently actively engaged in and saw legislative action this week.

HB 3566 allows for the immediate sealing of an eviction case where a minor has been accidently added to the eviction notice and provides that the case must be “refiled.” In addition, the minor will be entitled to attorney’s fees, actual damages, and liquidated damages in the amount of $1,000. Nothing in the Act prohibits a party from refiling an action. Illinois REALTORS® is currently engaged and involved with the bill sponsor. The bill moved out of the House Housing Committee on March 19 on a (10-5-0) vote with the intent to bring the bill back to committee for further discussion.

Next Week At-A-Glance

Next week, only the Senate will be in Springfield and will be focusing on floor action and moving bills from 2nd Reading to 3rd Reading. The legislative action and attention will shift next week from committee hearings to floor action, where we hope to continue to advance our “Housing Stability and Affordability Initiative” and as always…Stay Tuned!!
