April 4, 2025 State Capitol Report

Only the Senate was in session this week while members of the House spent time back in their districts. The majority of the attention was focused on amendments and negotiations to bills that passed out of committee two weeks ago. Action on the floor was very minimal as each day’s time was used to move bills from 2nd to 3rd reading. Of the nearly 400 bills Illinois REALTORS® have been engaged in, only around 100 of these bills remain “alive” in the legislative process. Your State Legislative Team remains involved in negotiations and amendments to concerning pieces of legislation, as well as, continuing the advancement of the “Housing Stability and Affordability Initiative”. Below are highlights of bills that saw legislative action this week.

Bills of Interest

The following pieces of legislation are bills your Illinois REALTORS® State Legislative Team are currently actively engaged in and saw legislative action this week.

SB 1911 proposes to make several changes to special assessment programs for residential property, particularly related to affordable housing initiatives in the property tax code. The bill allows that counties, which opt out of special assessment programs for reducing the assessed value of residential properties, will not disqualify properties that were approved for reduced valuation before the opt-out. These properties can still retain their eligibility for the full period initially approved, even if the county opts out before the program ends. The bill also provides that special assessment programs must be available to all qualifying residential real property, regardless of whether the property has received other public financing or subsidies or is subject to regulatory agreements with public entities. In counties with a population of 3,000,000 or more, the county assessor must calculate and make available the minimum per square foot expenditure requirements for the Affordable Housing Special Assessment Program by March 15 each year, and this must be published on the county’s website.

SB 1911 aims to make the special assessment programs more consistent, inclusive, and transparent, while also incorporating annual adjustments based on economic factors like the Consumer Price Index. It seeks to ensure that properties already enrolled in the program continue to benefit from the reduced valuation, even if a county later opts out, and that application procedures are accessible to the public. Illinois REALTORS® SUPPORT this legislation. The bill passed out the Senate Executive Committee on the “agreed bill” list on Thursday, April 3 and will be favorably sent to the Senate Floor.

Next Week At-A-Glance

Next week, both the House and Senate will return to Springfield for what will undoubtably be a very busy and intense week. Friday, April 11 is the deadline for bills to be passed out of their respective chamber and sent over to the opposite chamber. Next week will be the most pivotal week so far as your State Legislative Team will be actively working to advance both HB 1814 and HB 1813 in the House to be considered for a vote on the floor. Please be on alert throughout the week for possible communication and action requests regarding our “Housing Stability and Affordability Initiative” to help ensure the advancement of legislation that is crucially needed to help tackle the housing inventory crisis facing our state.
