Open Forums at Illinois REALTORS® Public Policy Meetings

• Professional Standards Committee & Forum (Wed., Jan. 23 from 10 – 11:30 a.m.)

Global Business Council & Forum (Wed., Jan. 23 from 10 – 11:30 a.m.)

• Business Issues Forum (Wed., Jan. 23 from 1 – 2 p.m.)
This hour-long session will be presented in a panel format where Betsy Urbance, IR General Counsel, and Jeff Baker, IR Associate General Counsel, will explore some common questions and issues that arise in the context of teams operating within the brokerage company. The panel will explore how teams can be successfully managed within their sponsoring companies while having an active practice that complies with applicable regulations governing the sponsoring companies, the teams within those companies and the teammates that comprise the teams. The panel members represent the key players in the scenario. Michael Gobber (Century 21 Affiliated) will present from the managing broker’s point of view. Jill Barclay (Coldwell Banker The Real Estate Group) will give those attending the perspective from the team leader’s role. And, Sandy Hamilton (ReMax Professionals) will round out the panel as the “boots on the ground” team member. These highly experienced practitioners will share some of their experiences with a view towards success, while employing prudent practices within the regulatory framework that governs the real estate industry.

• State of the State on Housing Programs & Issues (Wed., Jan. 23 from 1 – 2 p.m.)
An in-depth presentation and follow-up discussion with two real estate industry thought leaders. The presentations will include an overview of industry trends, an economic forecast, and an overview of down-payment and investor programs for affordable housing. Making presentations will be Dr. Geoffrey Hewings of the Regional Economics Applications Laboratory of the University of Illinois known for his regular housing data reports and trends analysis for the Illinois REALTORS® followed by Audra Hamernik, the Executive Director of IHDA who will share information on direct-to-consumer products such as the new IHDAAccess Loan Programs in addition to commercial real estate investor and developer programs such as the Low-Income Housing Tax Credit and recent Opportunity Zone initiative.
The formal presentations will be followed by a question and answer session led by the Illinois REALTORS® Housing Opportunity Working Group Chair, Jeffrey Barkstall.

• Illinois REALTORS® Legal Services & License Law Forum (Thurs., Jan. 24 from 8:30 – 9:30 a.m.)
This hour-long session will provide attendees with the latest and greatest information on some very important topics affecting our real estate industry and practices. Betsy Urbance, IR General Counsel, and Jeff Baker, IR Associate General Counsel, will bring audience members up to speed with regard to progress on the license law rewrite. The Legal Team is very busy crafting proposed language for a rewrite bill that will reflect the initiatives voted upon by IR’s governing body in accordance with the recommendations put forward by the rewrite task force. Legal Team will also bring the group up to speed on the progress, or lack thereof, on pending regulations along with our strategy going forward. In addition, Betsy and Jeff will alert the group as to some important cases that impact the real estate industry; and as usual, discuss hot legal issues as gleaned from IR’s “finger on the pulse of the industry” Legal Hotline. If time permits, Betsy and Jeff will entertain questions from the floor.

• Rent Control Forum (Thurs., Jan. 24 from 1:30 – 3:30 p.m.)
Rent control is shaping up to be one of the defining private property rights challenges facing Illinois REALTORS® in the 2019 Illinois General Assembly. The Rent Control Forum will provide insight on why setting price controls on rental property could make housing affordability even worse for Illinoisans. Panelists will discuss why defeating rent control matters to all who live and work in the state, and the session will outline possible that would not infringe on property rights.
