Illinois became the 21st state of the Union on Dec. 3, 1818. The 21-star flag was used from July 4, 1819 until July 3, 1820, according to ushistory.org, which states that new versions of the flag became legal on July 4 following the admission of states to the Union. The next version of the flag became legal on July 4, 1820 and included 23 stars after Alabama (Dec. 14, 1890) and Maine (March 15, 1820) became states.
