Fixed, mortgage interest rates hovered below 4 percent this week, with averages holding steady from last week, Freddie Mac reports. The 30-year, fixed-rate mortgage averaged 3.93 percent this week, up slightly from 3.92 percent last week. The 15-year, fixed-rate mortgage averaged 3.18 percent, down from 3.20 last week.
